In case you can even apply an additional way, where the decision for death penalty (for complex crimes) can be done in different steps
a) Multiple judges
b) Judges from other countries / approvation from another country
c) Voting, where the population (= who is paying such dude) can decide death or not

The problem with option c? PEOPLE ARE IGNORANT!
