A new configuration value, ephemeral_welcome_messages_max, has been added to the test server with a value of 5.
This likely indicates that, in a future update, bots will be able to send users up to 5 ephemeral welcome messages.

In the new Telegram Beta for iOS v12.9.3 (34550), Welcome Messages have been added to groups. These are ephemeral messages shown to users after they join a group.
As for the limits, the production server currently allows up to 3 Welcome Messages per user, while the test server supports up to 5.
The feature is also available in channels, although this may be a bug
