Russia in the Digital World: Competition and Leadership

Genuine digital technological sovereignty has become a prerequisite for political sovereignty and national independence. If a state equates its existence to its sovereignty, directing all state efforts to the creation of its own tech ecosystem is a must.

Staying a relevant actor in the international affairs in the 21st century implies having one’s own technological platforms. If, however, a state strives for a great power status, it has to form its own tech ecosystem. If Russia wants to continue to play a key role in global affairs, including in the security field, and be a co-designer of the new world order, it has no viable alternative.
