At least two tanks at the Grushovaya oil depot in Novorossiysk were damaged in the May 23 strike, while the Syzran refinery in Samara region halted operations after the May 21 attack, according to Reuters and Radio Svoboda reporting on Ukraine’s long-range sanctions.

“Traces of fire and drone strikes are visible in a satellite image of the Grushovaya oil depot taken on May 25. The image covers only the eastern part of the facility, so tanks outside the frame may also have been damaged,” Radio Svoboda reported.

Grushovaya is the largest oil depot in the Caucasus, with underground and aboveground storage tanks that can hold about 1.2 million tons of petroleum products. The facility accumulates oil for shipment through the port of Novorossiysk.

Reuters reported that the refinery’s primary oil refining unit, which accounts for more than 70% of Syzran’s capacity, was damaged, and repairs could take more than a month.

Foreign Minister Andrii Sybiha said that Russian threats of new strikes on Kyiv are aimed at intimidating Western diplomats, but Ukraine does not expect this blackmail to succeed.

“Our response to these threats was demonstrated, including today, when I invited the heads of more than 70 diplomatic missions to visit the sites of Russia’s massive strikes,” he said.

Sybiha added that Kyiv is now discussing with its partners the need not to give in to Russian blackmail.

According to the minister, the world should act in exactly the opposite way from what the Kremlin wants to achieve.

Anti-ballistic missiles are currently in short supply globally, President Zelenskyy said in his evening address.

According to him, Ukraine is actively working with its partners to strengthen air defense and is also seeking to accelerate the development of its own systems together with European allies.

At the same time, President Zelenskyy said the situation on the front has stabilized.

“It is especially encouraging when even the complaints of Russian war correspondents confirm this,” he said.

🤬 Russia has damaged or destroyed at least 1,783 cultural heritage sites in Ukraine.

Following the Russian attack on Kyiv on May 24, this list grew again. Among the damaged sites was the recently restored National Museum “Chornobyl.”

According to the Ministry of Culture, as of May 13, 2026, a total of 1,783 cultural heritage sites in 18 regions of Ukraine had been damaged as a result of Russian aggression.

Of these, 1,460 were of local importance, 161 were of national importance, and 162 were newly identified sites.

In addition, 2,540 cultural infrastructure facilities — including clubs, libraries, art schools, museums, galleries, theaters, philharmonics, and reserves — were damaged, with 518 of them completely destroyed.

The Russian Foreign Ministry has threatened a systematic series of strikes on Ukrainian military-industrial complex facilities in Kyiv, as well as on so-called “decision-making centers.”

The aggressor state also warned foreign citizens, including diplomatic personnel and employees of international organizations, to leave the city as soon as possible, while advising Kyiv residents not to approach military and administrative infrastructure facilities.

Russia once again claimed that these strikes would be a “response” to the Ukrainian Armed Forces’ attack on a college in occupied Starobilsk, Luhansk region, on May 22.

Russian officials alleged that “civilians and children were killed.”

In reality, the facility housed a training school for UAV operators of the elite Russian Rubicon unit.

Moreover, preparations for any large-scale strike, such as the one carried out on the night of May 24, take weeks rather than days.

This means Russia’s claims that the attack was a “response” to the strike on Starobilsk are nothing more than enemy propaganda.

🤡 Russia’s Central Bank has filed a lawsuit with the EU court challenging the mechanism for assisting Ukraine.

The regulator said it is contesting the EU legal act that treats the sovereign assets of the Bank of Russia as an element of financial support for a third country.

The case concerns Regulation No. 2026/467 of the European Parliament and the Council of the EU, adopted on February 24, 2026, which allows income generated from frozen Russian sovereign assets to be transferred to support Ukraine in 2026–2027.

Russia’s Central Bank called the mechanism an “illegal form of using assets as collateral for a loan” and claimed it violates principles of international law and the immunity of asset holders.
