In order to continue using the app while the block lasts, you can use proxies (intermediary servers that won't be blocked)

Here is a list of proxies for Telegram. When you join a proxy, you will be able to use telegram.

Afterwards you can manage them from Configuration > Data and storage > Intermediary Server

It is recommended to save them all (just in case case).
