The vote was symbolic, without an official roll-call record. Lawmakers rejected amendments, and Bill 2.780/24 now moves to the Senate for consideration. 🇺🇸 The approval comes on the eve of the meeting between President Luiz Inácio Lula da Silva (PT) and U.S. President Donald Trump. Expectations are that the issue will be discussed during the meeting. Earlier, Chamber Speaker Hugo Motta (Republicanos-PB) said the creation of a National Policy for Critical and Strategic Minerals could represent a “major contribution” to negotiations between the two countries. ➡️ The bill’s rapporteur, Congressman Arnaldo Jardim (Cidadania-SP), proposed measures to expand public oversight over the sector, establish limits on the export of raw materials, and create tax incentives to encourage domestic processing. ➡️ The proposal also creates the Mineral Activity Guarantee Fund (FGAM), with an initial R$2 billion contribution from the federal government to guarantee projects linked to the production of critical minerals. ➡️ The Special Council for Critical and Strategic Minerals (CMCE), another body created by the proposal, will be responsible for establishing guidelines for the sector.
