Layer one is the Ukrainian Armed Forces. They have to be the strongest possible, with great and huge investments from Europe and the US, to make sure they can defend themselves.

The second layer is the Coalition of the Willing - primarily Europe, but also some non-European nations. And the third layer is the United States, providing the backstop to that coalition."
