Всеобъемлющий отчет Государственного департамента США о публичной дипломатии 2024 говорит о работе в информационном пространстве как об «an existential battle for the world’s geopolitical future» и выделяет такие угрозы:

 сильные соперники («authoritarian states») и их деятельность в информационном пространстве за пределами собственных границ*

«Put simply, officers and observers at all levels believe U.S. adversaries are far exceeding our efforts in the information space and by extension winning public opinions throughout the world.»

недостаточное финансирование программ ПД;

 недостаток рабочих рук для реализации ПД.


Проще говоря, Госдепартамент пишет о повышении эффективности России, Китая и других соперников США в цифровом мире. Однако, как кажется Колаборатории, ведомство лишь создает образ «отстающего». И вот почему.


Активно ведется внедрение ИИ (в т.ч. NorthStar, Miscrosoft Power BI) в рабочие процессы:

— пресс-релизы, короткие видеоролики после мероприятий и переводы

«AI can alleviate the burdens of time-consuming work, specifically including the compiling of daily press clips and translation, thus freeing up officers to invest more time in high-value work.»

— консульские услуги и работа с выпускниками программ публичной дипломатии

«The team used Microsoft’s Power BI to register new users of its American Spaces, reducing the time for the registration process from three weeks to three minutes. As a result, the number of people using American Spaces increased and users could be tracked in real time according to their interests.»

— предиктивный дата-анализ

«Research and Analytics Team leveraged predictive artificial intelligence to understand factors that drive favorability of the United States and desire for partnership with either the United States or the PRC among international audiences».

Больше нет деления на внутреннюю и внешнюю аудиторию

«Recognizing there is no distinction between the information that foreign and domestic audiences access and consume, the Department increasingly engages Americans across the United States to inform, educate, and get input on the ways U.S. diplomats around the world are advancing U.S. interests.»
