❗️ Procedures for the registration of property rights will be improved

The Presidential Resolution No. RP-265 of 15 July 2026 “On measures to improve public services provided to the population and create additional convenience for citizens” was adopted.

✅ According to the Resolution, where it is established during the state registration of rights to real estate that the right holder failed to apply to the registration authority in a timely manner:

➖ a system shall be introduced whereby, instead of imposing administrative liability, registration fees shall be charged at increased rates depending on the period of delay.

🕐 Where a residential property owned by a taxpayer under the right of private ownership was acquired by inheritance or received as a gift from a close relative:

➖ for the purpose of applying the tax exemption on income derived from the sale of such residential property, the prescribed holding period shall be calculated from the date of state registration of the ownership right of the testator or donor to that residential property.

🔵 The Resolution also provides that residence and registration at the place of residence in a residential property subject to a prohibition or seizure shall be permitted without the consent of the mortgagee.

📖 In such cases, the person being registered shall give prior consent to the cancellation of his or her registration on the basis of an application submitted to the internal affairs bodies by the owner (the mortgagee or the authority responsible for imposing or lifting the prohibition).
