Digital technologies will be introduced into the processes of applying financial penalties

📝 According to the Resolution, starting from January 1, 2027, an electronic register of financial penalties imposed on entrepreneurs will be introduced within the “Unified State Control” information system maintained by the Authorized Person for the Protection of the Rights and Legitimate Interests of Business Entities. In this case:

🔸 decisions of authorized bodies on the imposition of financial penalties shall, within 3 working days from the date of their adoption, be mandatorily entered into this electronic register with confirmation by an electronic digital signature, and where such processes are fully digitized, such decisions shall be entered automatically through integrated information systems;

🔸 decisions not entered into the electronic register and not confirmed by an electronic digital signature shall be deemed invalid, and no financial penalties shall be collected on their basis;

🔸 the electronic register shall maintain a database on the recurrence of offenses committed by entrepreneurs, which shall be analyzed using a risk management system.

📜 By April 1, 2027, it will be possible to file complaints online to a court against decisions of authorized bodies on the imposition of financial penalties through the taxpayer–entrepreneur’s personal account.

✔️ In this case, courts shall automatically notify relevant ministries and agencies about the suspension of enforcement of decisions for complaints accepted for proceedings.
