Qualified personnel will be trained in the field of protection from emergency situations

A Presidential Resolution “On measures to fundamentally reform the system of training qualified personnel in the field of protection from emergency situations” (No. RP-123, dated April 3, 2026) has been adopted.

For information: based on Decree No. DP-5706, the Academy of the Ministry of Emergency Situations (the Academy) was established.

🏛 According to the Resolution, the Institute of Civil Protection and the Center for Initial Training and Advanced Training of the Ministry of Emergency Situations shall be reorganized into the Institute of Civil Protection and the Advanced Training Center under the Academy.

✅ The following shall be established within the unified educational campus of the Academy:

🔹 Technical school for training rescuers under the Academy;
🔹 Faculty for training foreign personnel.

📋 The Academy shall introduce a two-tier higher education system for training highly qualified professional personnel in the following forms:

🔸 training of bachelors on the basis of state grants in full-time education for military fields, and on a fee-based contract basis in full-time, evening, and distance education forms for civilian fields;

🔸 training of masters on a fee-based contract basis in full-time, evening, and distance education forms in military and civilian specialties for ministries and agencies included in the state emergency system.

⏭️ Starting from the 2027/2028 academic year, a new system for training bachelors under the “2+2” education model will be introduced on a pilot basis at the Academy.
