Efficiency of the system for comprehensive examination of pre-project and procurement documents to be improved

The Presidential Resolution “On measures to improve the efficiency of the system for comprehensive examination of pre-project and procurement documents” (RP-104, March 13, 2026) was adopted.

🏛 According to the Resolution, the State Unitary Enterprise “Center for Comprehensive Expertise of Projects and Import Contracts” will be reorganized into the State Unitary Enterprise “Center for Improving the Efficiency of Projects and Procurement” (Center).

✅ The practice of conducting comprehensive examination of the following documents by the Center is abolished, including:

🔹 from April 1, 2026 – technical assignments for the development of pre-project documentation. In this case, they will be developed using a standard template placed on the Center’s electronic information platform (Platform);

🔹 from April 15, 2026 – pre-project documentation of the following projects with a value of less than USD 15 million equivalent:

▪️ financed from the budgets of the budget system, state targeted funds, other funds established in accordance with the established procedure, and the Fund for Reconstruction and Development;

▪️ implemented by corporate customers;

🔹 from September 1, 2026 – the list of goods imported with the application of customs payment benefits. In this case, this function will be transferred to “Uzbekexpertiza” JSC.
