Ethical rules for the creation, implementation and use of artificial intelligence approved

The Ministry of Justice registered the Ethical Rules for the creation, implementation and use of solutions based on artificial intelligence (registration No. 3787, March 14, 2026).

📝 This document establishes the following ethical principles for the use of artificial intelligence technologies and systems:

▫️ legality;
▫️ priority of protecting the interests of the individual, society and the state, as well as the environment;
▫️ comprehensibility;
▫️ responsibility, accountability and control;
▫️ fairness and non-discrimination;
▫️ openness and transparency;
▫️ data protection;
▫️ reliability and security.

❌ It is established that decisions in the following areas must not rely solely on conclusions of information systems operating on the basis of artificial intelligence technologies:

▪️ decisions of legal significance related to human rights and freedoms;

▪️ decisions in the field of healthcare (diagnosing diseases, determining treatment methods and others) and other sectors.

📜 Developers and implementers of artificial intelligence technologies and systems must inform users:

➖ about the purposes for which such technologies may or may not be used;
➖ that solutions or decisions based on artificial intelligence may not always be correct;
➖ that their results may be used for recommendation or informational purposes.

📑 At the same time, the rules define the rights and obligations of participants involved in artificial intelligence activities.
