The system of preschool education and upbringing will be further improved

The Presidential Decree "On measures to further improve the system of preschool education and upbringing" (No. PD–19, 05.02.2026) was adopted.

🔰 According to the Decree, the educational curriculum for 1-year school preparation groups will be introduced as the initial stage of compulsory general secondary education.

🗒 In order to implement the upbringing, development, and education of children through positive relationships, play-based learning will be introduced in the preschool education system.

🏛 A network of "New Generation" preschool education organizations will be established, aimed at bringing the preschool education and upbringing system to a new quality stage, including an Innovative Center for Child Development.

🔎 Educational curricula for 1-year school preparation groups will be implemented in full or short-term groups within preschool education organizations, general secondary schools, and other social sector facilities.

✅ Non-state educational organizations providing preschool and general secondary education services are permitted to organize 1-year school preparation groups.
