The performance of state bodies in handling citizen appeals will be evaluated

By Government Resolution (No. 40, 30.01.2026), amendments and additions were made to certain Government decisions. [cite: 2025-08-04, 2026-01-05]

📝 According to the additions made to Government Resolution No. 341 dated May 7, 2018, the Regulation "On the evaluation and categorization of the performance of state bodies, state institutions, and organizations with state participation, as well as their officials, in handling appeals from individuals and legal entities" was approved. [cite: 2025-08-04, 2026-01-05, 2026-01-06]

✅ The requirements of the Regulation apply to appeals registered in the system of state organization employees working with the Virtual Reception of the President and directed to the state body for execution. [cite: 2026-01-05, 2026-01-06]

▶️ The performance of state bodies in handling appeals is classified into categories based on the number of appeals that are: [cite: 2026-01-06]

▪️ Registered;
▪️ Satisfied;
▪️ Rejected;
▪️ In violation of execution deadlines; [cite: 2026-01-06]
▪️ Repeated. [cite: 2026-01-06]

❇️ Based on the analysis of results, performance in handling appeals is divided into 3 categories: [cite: 2026-01-06]

🟢 Green category – high performance; [cite: 2026-01-06]
🟡 Yellow category – medium performance; [cite: 2026-01-06]
🔴 Red category – low performance. [cite: 2026-01-06]

🔗 According to the evaluation results, the Key Performance Indicators (KPI) for officials of state bodies are determined as follows:

▫️ Green category – 100 percent;
▫️ Yellow category – 50 percent;
▫️ Red category – 10 percent.

🔺 Disciplinary measures may be taken against the heads or relevant deputies of state bodies included in the "red" category.
