💸 Under the legislation, a new practice is introduced within the initiative budgeting process whereby socially significant projects will be financed on a partnership basis between the population and the state.

📚 If initiative groups from among the population voluntarily finance 50 percent of the project cost, the project will be recognized as a winner, and the remaining 50 percent will be financed from the Republican Budget.
