Mahallas will be individually assigned to responsible officials

By Presidential Resolution “On additional measures aimed at introducing an integrated, targeted system of work to create a safe environment in the mahallas of the Republic” (No. RP-1, dated 5 January 2025), a new procedure has been established.

🔰 According to the Resolution, in order to organize targeted activities aimed at establishing an effective system for the early prevention of crime in mahallas, starting from 2026, mahallas in the regions shall be individually assigned to responsible officials and institutions as follows:

🔹 Mahallas with a severe criminogenic situation — to district (city) hokims, prosecutors, heads of internal affairs bodies, and their deputies;

🔹 Mahallas classified as “red” for five consecutive years — to heads of territorial departments of the National Guard, deputies of heads of internal affairs bodies at the regional level, and deputy hokims;

🔹 Mahallas remaining in the “red” category for three consecutive years — to educational and scientific institutions of law enforcement bodies;

🔹 Districts and cities with the most severe criminogenic situation — to first deputy prosecutors and first deputy heads of internal affairs bodies at the regional level;

🔹 Mahallas with the highest incidence of women’s crime, crimes committed by persons abusing alcohol and narcotic substances, as well as a high proportion of conflicted families — respectively, to heads of regional departments for family and women, healthcare, and justice.
