The procedure for electronic identification of citizens in public places has been established
The government resolution (No. 754, December 1, 2025) approved the regulation "On the procedure for electronic identification of citizens in public places by patrol and post service officers of internal affairs bodies".
🔰 The Regulation establishes
the procedure for patrol and post service officers of internal affairs bodies to determine the identity of citizens in public places using
electronic technical means, including tablet computers.
📑 Officers may stop citizens and determine their identity via identification documents or the
"E-Patrul" system in the following cases:
🔹 When there are grounds to suspect that the person has
committed a crime or administrative offense or is wanted;
🔹 When the person can be considered to have information about
a crime or administrative offense that has been committed;
🔹 When there are other
legitimate grounds for detaining the person in accordance with the law.
📜 The officer must explain to the person the reasons and grounds for stopping them and the requirement to
determine their identity.
🔗 The patrol and post service officer is responsible for the correct entry of
citizens' personal data into the "E-Patrul" system via the tablet.
⛔️ The officer is answerable for not disclosing the personal data in the "E-Patrul" system to third parties and for ensuring that this data is not used for
selfish purposes.
