This is crucial, as such a phone number could have been added to the contacts of numerous people over time, and when a new account is created using the same number, all previous contacts receive notifications stating "John Doe has joined Telegram." This situation is even worse than a number with two or three previous owners (according to blockchain data) that has never been rented. In real life, this is analogous to a car with one previous owner that has been damaged and repaired numerous times.

Therefore, when purchasing a number, you should choose a number with one to three previous owners, and also be sure to check whether the number has been active with any rental service. Only then can you be 100% sure that your purchase is being spent on the intended purpose.
