At first glance, the Taliban appeared to offer China and Pakistan a rare strategic convergence: a regime that could stabilize Afghanistan, facilitate access to its vast natural resources, and integrate the country into regional economic corridors. For China, this presented an opportunity to expand its economic and geopolitical footprint westward; for Pakistan, it reinforced long-standing ambitions to position itself at the center of regional connectivity.

Yet this expectation rested on a fragile assumption that political control would translate into economic reliability. In practice, the experience has been far more uncertain. Despite initially maintaining a relatively accommodating stance toward the Taliban, China has struggled to translate political engagement into viable economic projects. Persistent insecurity, coupled with institutional uncertainty and disputes over contract enforcement, has undermined investor confidence. With the exception of the Amu Darya oil contract, signed in 2023 and since collapsed amid disagreements over royalties and implementation, most proposed investments have failed to move beyond announcements.

China has not disengaged. Instead, it has recalibrated. In recent weeks, Beijing has taken a more active diplomatic role, including facilitating dialogue between the Taliban and Pakistan and advancing regional discussions framed around stability and cooperation. At the same time, its engagement has included humanitarian assistance and continued diplomatic outreach through its embassy in Kabul.
