The council has since cancelled all fines and apologised for the mix-up. Incident Details, Location: New Addington, south London. Initial Parking Status: The driver, known as Mr. Stone, left his black Audi convertible legally parked on an unrestricted road on November 17. Bay Installation: Council contractors painted the new disabled bay around the parked car the same day in response to a resident's request. This is reportedly standard practice to avoid delays, as waiting for a space to be free could take weeks. The contractors took a photo of the car to ensure a fine was not issued. Fines Issued: A communication breakdown meant that a parking attendant, unaware of the situation, issued four PCNs between November 22 and 26. Public Reaction: Mr. Stone posted CCTV footage of the incident online after facing local backlash from residents who mistakenly thought he had knowingly parked in a disabled bay. The video went viral, leading to online abuse directed at the parking attendant, which the council condemned. Council Response and Resolution. Croydon Council acknowledged the error and stated that the fines were cancelled a week before the video gained widespread attention on social media. A spokesperson for the council said: "Unfortunately one of our parking attendants was not informed and issued parking tickets. However, these were not processed into fines because we had a note on the system from our contractor". The council has apologised for the confusion.
