EVERYONE! So yes, even we, that we own probably K of social accounts NEED TO SUBMIT OVER 10000 ID! and we would be ready to do that, if they don't ban us, because of too many accounts (private and public) ... Which is bullshit, because we have a specific goal of having so many accounts!
