There is a difference between doing military operation with a specific strategy or another. Even police doesn't bombard a prison, just because some prisoners are trying to escape or similar.

Even if you kill 1 terrorist or similar ... this is not an excuse ... without considering the fact that killing terrorists is still not the real solution
