Remember that Breivik invested many years and money to do that! So pretending for a sorry make little sense ... if the goal was exactly doing that ...
Yes, he could say "i'm sorry for the victims, but ..." but don't pretend that he is saying "i'm sorry", because this would be just a bullshit to make you happy ... not what he really think ...

No matter what, in some "indirect way" (we don't mean not verbal, but more about what he said / wrote) he is saying such sorry, even if such "indirect way" are not exactly what people wish to see. The want to see a real sorry.

During the court he even explained why he cried.

Just to make clear. You even need to check right sources. Some sources remove or short in a crazy way what he is saying ... just highlighting "the bad points". We find such way of acting inacceptable! no matter related to which person. Because if someone is saying A + B + C + D you cannot share A + Z! WTF Z, by ignoring B-D!
We agree with Putin too. Europe HAS NO RIGHT to change what he is saying!

This is against what he said! No matter about what he said during the court or what he wrote in book. Reason why we don't trust the informations written by journalist related to the death mother, a crime against her wish!
