soit une initiative de n'importe quel parlementaire, c'est-à-dire un député ou un sénateur, et on est en présence d'une proposition de révision.

À ce jour, toutes les révisions ont été d'origine présidentielle.

The revision procedure organized by article 89 of the Constitution

At the origin of a constitutional revision, there may be:

either an initiative of the President of the Republic, on the proposal of the Prime Minister, and we are in the presence of a draft revision,

either an initiative from any parliamentarian, that is to say a deputy or a senator, and we are in the presence of a proposal for revision.

To date, all revisions have been presidential in origin.

Une fois inscrit(e) à l'ordre du jour du Parlement, le projet ou la proposition de révision doit être voté(e) en termes identiques par l'Assemblée nationale et le Sénat. Il s'agit d'un vote à la majorité simple. À la différence de ce qui se passe pour les lois ordinaires, le Gouvernement ne peut pas donner à l'Assemblée nationale « le dernier mot » en lui demandant de statuer définitivement en cas de désaccord avec le Sénat. C'est dire que chaque assemblée dispose donc d'une sorte de droit de veto, toute révision étant bloquée si l'Assemblée ou le Sénat s'y oppose.

Once included on the Parliament's agenda, the draft or proposed revision must be voted on in identical terms by the National Assembly and the Senate. This is a simple majority vote. Unlike what happens with ordinary laws, the Government cannot give the National Assembly "the last word" by asking it to rule definitively in the event of disagreement with the Senate.
