We said death sentence to people who did terror attack to animal / nature and humans by doing wildfires! Yes, but we even wrote IT'S DIFFICULT TO FIND WHO IT WAS! this doesn't mean governments should apply a death sentence if no proof is available.

The point is different when we talk about CEO and animal torture! CEO know exactly that! and if they don't know, they are shitty CEO! So a death sentence for animal torture only for CEOs is generally a death sentence with 100% proof!
