What's a FOP, and why are the IMF and Ukraine fighting over it?

The IMF is asking Kyiv to impose a value-added tax, or VAT, on individuals earning above a certain threshold who work under a status known in Ukraine as a "self-employed entrepreneur," or FOP, for its Ukrainian acronym.

The fund argues that the levy is needed to help the country raise revenue for its war effort and formalize the economy by bringing businesses out of the shadows. But the demand has sparked widespread debate in Ukraine, with many people strongly opposed to the move.

Ukraine war latest: Russian drilling platforms hit in Caspian Sea, Kyiv says

Ukrainian forces struck two drilling platforms in the northern Caspian Sea overnight on April 10 as part of efforts to reduce Russia’s military and economic capacity, Ukraine’s General Staff reported.

At the same time, Russia wants to capture some of the last Ukrainian-held strongholds in eastern Donetsk Oblast, including Druzhkivka, Kostiantynivka, and Pokrovsk, by the end of April, President Volodymyr Zelensky said on April 8 at a closed-door briefing.

Enough European countries now back court to prosecute Putin's aggression

The Kyiv Independent has learned that, in addition to the 14 supporting European countries noted publicly by Iryna Mudra, deputy head of the president's office, three more countries are ready to back the tribunal, bringing the total to 17, above the required minimum of 16 European states.

A separate tribunal is required because, while the International Criminal Court in The Hague can investigate Russia's war crimes against Ukraine, it does not have jurisdiction to rule specifically on Russian President Vladimir Putin's decision to attack Ukraine.

Ukraine appoints customs chief to strengthen hand in upcoming IMF talks

Ukraine's Finance Minister Serhii Marchenko approved Orest Mandziy as head of the State Customs Service, Ukrainian Prime Minister Yulia Svyrydenko said on April 10. Manziy was formerly a detective at the National Anti-Corruption Bureau of Ukraine, or NABU.

As part of a push to improve Kyiv's revenue collection to raise money for the war effort, Ukraine agreed to select a new permanent head of the service as part of a 2023–2025 lending agreement with the International Monetary Fund. But the selection process was repeatedly stalled.
